What the evidence shows

Emergency-ready on paper

Philadelphia's sites promise speed and breadth. All 10 cover water damage and state 24/7 service. Fire and smoke is on 9 of 10, mold on 8 of 10, and sewage and storm work on 7 of 10 each. Insurance claim help is stated by 8 of 10, and 7 of 10 name an industry standard such as IICRC S500, which we record as the company's claim about itself.

Short on specifics once you call

The promise of round-the-clock service rarely comes with a number. 4 of 10 say how fast a crew arrives. Half mention free estimates. 1 of 10 describes a warranty. That's why a median score of 53 sits well under the coverage: we checked most items, and the ones about timing and guarantees weren't on the page. None of the listings is a franchise.

Checking a company in Philadelphia

Start with the Attorney General's Home Improvement Contractor Search, which looks up registrations by PA number, business name, applicant or address. The Office is clear that registration isn't an endorsement of skill, so treat it as a floor. Then ask whether the city requires its own license for the work you need. For the entity itself, use the Department of State's Business Entity Search. The Pennsylvania page covers the statewide rules.

Frequently Asked Questions

Why is a list with 7 companies over the bar still unranked?

Our rule is 8 companies at 70% coverage before any city gets a ranking. Philadelphia has 7. We'd rather show an honest table than lower the bar for one page.

Does Pennsylvania license restoration contractors?

Not for most construction work. The Department of Labor and Industry says the state has no license or certification for most construction contractors, and that some municipalities set their own rules, most often for home improvement, electrical and plumbing work. Ask the company which local license it holds, if any.

How much can a contractor take as a deposit?

On home improvement contracts over $5,000, Pennsylvania caps the deposit at one-third of the price, or one-third plus the cost of special-order materials named in the contract. Some large home improvement retailers are exempt.
